Recommendations for governments on how to implement Target 15 (a) of the Global Biodiversity Framework
Target 15 of the Kunming-Montreal Agreement has the potential to be one of the most transformative targets of the Global Biodiversity Framework. Governments sent a strong message to the business and finance community that they will be required to act to contribute to the global goal to halt and reverse biodiversity loss by 2030.
The time for implementation of Target 15 is now. We should not delay as the tools, framework, and methodologies are available to help governments, businesses and financial institutions.
This paper provides recommendations for governments to implement Target 15 (a), especially how governments can take legal, administrative or policy measures to:
1) Encourage and enable businesses to regularly monitor, assess, and transparently disclose their risks, dependencies and impacts on biodiversity; and
2) Require all large, and transnational companies and financial institutions do so, including along their operations, supply and value chains and portfolios.
The paper also includes information on existing tools, resources and capacity-building opportunities, recommendations for businesses to act now on assessment and disclosure, and case studies of government policies and business action on disclosure.
